We were until the """Affordable""" Care Act. It imposes limitations on employers, like anyone working full time has to be offered health insurance. The companies that can't afford to offer health insurance plans have to pay a fine. The companies that can't afford to pay the fine either cut their 40 hour workers down to 20 hour workers and hire twice as many. From their perspective the cost is the same and they skirt the health insurance requirements.

That's the standard for full-time jobs for people who have careers. As an entry level person I can't find ANY jobs that offer full-time hours. I don't even care about benefits, I just want a consistent schedule and to not have to deal with 3 different PT jobs each with their own managers and coworkers etc but those jobs are basically non-existent now

They are common in production environments.

For some reason retail wanted more flexibility because as they moved away from a person or manager doing scheduling to scheduling software it was better to have variable scheduling. In reality this was a retarded move as nobody likes variable schedules and now you are seeing a move back towards non-variable schedules.

Of course, part time workers are here to stay. You won't be able to spike your hours to 40 for half the year.

Try a temp job that promises they'll add you on as permanent if you do well (UPS/Amazon does this). Right now isn't really the best season to look for a job though, try the summer time or just before the holidays and you will definitely find something.
