I'm honestly not sure. I never rerolled myself, and I joined at the start when we were given 42 quartz just for making the account. I think you need to get through Fuyuki, at least, before you can stock up 30 quartz.

Standard Nero is a good cockroach-type Saber, especially now that she has her third skill available. She doesn't hit especially hard but can fit into an arts team, and Imperial Privilege EX is great when it fucking works.

Red Nero is very roachy, moreso than Bride. She has two heals and a Guts, making her fairly hard to kill off. Her NP is an AoE, which means it does less damage per target than Bride (along with having 4* stats) but she can spam it as well as you'd expect on an Arts team.

She's fairly good, although she gets overlooked because she can't chew through a large HP pool as quickly as Bride or some other Arts damage dealers. Also, you'll find that AoE is sometimes undesirable in certain fights.
