Who would be the Argo leader? They are completely unorganized. Ebonheart is the most half baked alliance. You'd think after surviving the war against the Akaviri they would have a solid military complex but instead they at best have a bunch of local militias augmented by a seemingly endless supply of nord fighters who have a raging boner for war.
Dunmer are too busy playing their shitty house politics to do any real work.
Nords are too busy with muh mead muh pigs
Argonians are still too obsessed with muh trees.
Actually thinking about it the Woodelves would have a great alliance with the Lizards. No real set of contention between them and both have a history of being fucked by elves.
