Not as good as he used to be.
Mercy meta is still going strong so it's pretty cancer right now but she's getting thrased soon. Tracer's still as good as ever.
About shorts, Sombra and Bastion got them last year, and Mei and Reinhardt too. Mei's is fucking shit, but that's to be expected.
No one wants to stay near him for heals so only if you got a team that will listen.

He's my main and I make him work just fine in comp. I've played matches where I'm the only support and we still win. It just depends on how good you are with him and how well your team works together.

Zarya's Q press was buffed to remove pretty much any form of non D.Va counterplay, after the D.Va counterplay was cut in half.

Last night I had a 6 stack going, and we all equipped officer with "nice try" as our main voiceline, then proceeded to go into no limits and bully as many people as possible.
If there is anything more rage inducing than having multiple D.va's chain defense matrix and rush you down so hard you're stuck in spawn the whole round being tortured by endless "nice try" spam, I want to see it.

Actually, the whole change to D.va happened because Soldiers and McCrees cried that D.va was doing her job (off-tanking) with Matrix and pretty much denying ults as she should have been.
