Chara realized that he's in a GAME. That's what the great revelation was. He wants to accompany you to other GAME worlds after you complete the genocide route of Undertale, a GAME.
It's not that Chara dindu nuffin, it's that Chara recognized that the world he lived in was just pixels and code, and killing "people" doesn't really matter.

True. The GAME is a game and once you remember that, you realize your choices mean nothing. Genocide, Pacifist, Neutral, none of it matters, there is no story and there are no characters because it's just preprogrammed notions. Flowey and Sans are the closest to being 'real', but even they are bound my limitations. Chara at least knows this and is more than ready to just jump out and go elsewhere. This is why Genocide should be considered the 'final' ending, as it's the only way to proceed with the only true character of the game.

Exactly. He's basically the same type of character as Monika, except his programming doesn't demand that he unconditionally love you, just accumulate numbers with you in other game worlds. He's your RPG instincts made manifest in a world where applying them is seen as a malicious act.

That's the insidious part of it, Toby instills a message that it might not be wrong to linger, but Chara, the only 'awakened' character very clearly suggests leaving. Essentially the message is to burn it down and keep going, but Toby does want to milk your attention (and hopefully money) before that. Kind of disgusting when you think about it, trying to rope you into caring about characters that have nothing to them, are completely shallow husks devoid of any reason to care. It's like having emotions for your wall.
