Yes and no? It lets you hit 100% cut with a character phalanx which is usually enough to alternate and phalanx every ougi. It's still that much more damage cut. Did you get Kero-chan from the sakura event? Compare that with an mlb dark buncle, the effect is noticeable the more you were actually relying on it to cut
You didn't mention where you are in the game though. You probably want to sit on 3 stones for luckshitting free roll primals and you still need (want) to mlb lucifer/bahamut/athena/alexiel/kaguya. Things are also going to get heavily shaken up by magna II
