Viktor sucks dick unless you're drastically better than most players. He needs way too much farm time to deal damage once you're past his level 2 all-in potential. Future's Market helps with this but it doesn't solve the problem fully. The upcoming Lost Chapter nerfs may actually put him into a healthy spot in midlane, so just wait a month and a half and try again.

His kit is inherently broken but his numbers are just terrible right now and his ult basically requires people to stand in it to do anything.

You can use Aery if you want to fight people in lane but past level 2 Viktor doesn't want to fight people in lane. FF gives Viktor a little sustain and synergizes hella well with his Q and an Iceborn. At like 3-4 items you becomes an unkillable demon king of kiting with 40% cdr, 2 movespeed bursts, 2 aoe slows and a fuckton of resistances.
