Because the game is coded to work with networking in mind. When you make an offline arena many things that depend on server responses and inputs simply break.
Mind you, I'm not defending them, just saying the most likely reason why the shooting range is like another dimension. That doesn't excuse them of being awful programmers that let this happen in the first place.
