Every stat has a weight, that includes Weapon Damage. Generally speaking Weapon Damage outweighs every other stat so much that the cases of a lower damage weapon being more valuable than a higher one are almost impossible.
In rare cases you'll want to keep the substats. If you're using a Genji bow, it's better than the Byakko bow, but I think the Creation bow is worse.
