I figured out that it was some guard trying to stop and search me that got bugged out, and never appeared. Then all the guards must have dog piled me for not submitting to the non-searching guard.
Reloaded several times and it kept happening.
When I reloaded and entered from the other side of town i got searched and now all the guards were fine.

I didn't get the heretics quest. I eavesdropped on them, but they seem perfectly normal, no satan worshipping or fornicating.
