Ah, right. ASIS basically did what you posted to all bandits in my game, got to the point where I got annoyed with it and uninstalled. If you click on his model within the console, it should tell you what mod last changed him.
You must destroy before you can rebuild.
ASIS - standing for Automatic Spells, Increased Spawns - aims to change all this. It features:

I think you can use the MCM to change size by race, and there are multiple racemenu dick sliders and one of them you shouldn't even use.
Did you try the MCM menu?
If that doesn't work, delete the SOS_racemenu plugin and that should let you use the MCM.

Do you have the sos racemenu plugin enabled? If so, disable it and try the MCM again.
