Don't you need a 110 character to do the unlock quest line? I only had horde characters before this.

People would still do raids and PvP though, it would give them more time to explore other quest lines in the world. Or work on alts.

Horde had a 1 class/race combo advantage from Cata up until Legion when gnome hunters were added
DHs only have 1 race on each Faction so easy balance
Allied races, HM tauren and LF draenei each have 5, easy balance
nightborne and void elves each have 7, easy balance
DI and Zandalari will almost certainly have equal numbers of classes, the squabbling is just over exactly which classes they'll include
