Babylon, or a very close city (Seleucia, Ctesiphon, Baghdad) was the most important city in the world, or one of the most important ones, for 3 milleniums, from before Hammurabi to the Mongol conquest, and you could extend that further if you include Sargon and the Sumerian cities.
That cradle lasted for milleniums as a very important global place.

Becuase being a "cradle of civilization" ultimately mean absolutely nothing and doesn't bring anything to the area

My 100% unprofessional opinion is that the people in those cradles look too much to the past. They see their monuments, their ruins, and think "We were so glorious." They have already proven themselves, already given to mankind. Because of this they don't look to the future anymore, causing them to be(come) shitholes.
That, and climates have changed since they were cradles. Fertile crescent isn't really fertile anymore. Ancient woodlands are barren. What was once part of the sea is now land and vice versa.
Though I am pretty sure there are loads of different reasons for different cradles as to why they have become shit.
