Rolling for both of you You should level up David, George and Euryale for their overall utilities. If buster-oriented, Leonidas too. Hans and Robin Hood are great as well.
Save and level the ones you care about. Ignore rarity. You'll eventually want to get everyone to their first ascension just so you can unlock their interlude, and strengthening quests too.
Level up some of your 1-3* servants. Euryale, Robin, Cu, David and Medea are all good choices. Mozart and Hans are also definitely worth leveling as well. You'll run into events where some of your 1-3* servants give bonuses, or you'll need a lot of points to equip CE's and you'll be stuck using 1-3* servants.

I dunno what the fuck I'm doing wrong but every single area seems to have 2 aggressors I can't find for the life of me then it ends with the enemy regime matrix being completed
Target sectors with large points. You kill plants every time they spawn and then beat up mobs until the aggressors spawn in that sector. If your territory gets invaded beat up mobs there until aggressors spawn then kill those to defend your territory.
