Did the same thing on my phone, it didn't ask for a location but once I had created it with the VPN on, it showed me the Japanese Play Store Think you have to clear cache and data for Google Play in your phone "settings > apps" before creating the account

Phone settings > apps > look for google play store Should be an option to force stop and if you select "storage" it will give you the option to clear data and cache

I was on lineage with developer mode off. Now I'm back on my chink UI with android kitkat after loading my game back on a gaijin google account and it's working fine.
If you could install lineage, you're /g/ enough to fix kirara. Try going back to your original rom. The FAQ says they support from jellybean onwards.
