Gil's entire powerlevel is derived of shit he confiscated off his subjects because he happened to be born in the throne. Of course Gil never grew stronger, he was either born with it or had it confiscated, that's essentially where all his powers come from. Overcoming things by struggling and improving is something he demands off everyone else but never does himself.
