If you read too many forums you'll get an unrealistic idea about what's possible or expected.
Put the target dummy on random guard and do a link combo with two mediums. You should be able to react to the block in time to prevent yourself pressing the 2nd medium button as a link, this is easy enough that you should be able to get it every time.
Confirming a single normal cancelled into a special before the end of the cancel window is WAY harder, on random dummy this is only physically possible with certain normals that have a long cancel window.
The trick is that in a match even the pro players aren't usually doing this, not in the way you have to do it against a dummy. In a match you'll get information about what's going on before the moment your normal connects, so you can see for example if the other person starts an attack, walks forward or dashes.
Most single button special cancel confirms in a match are done based on this information, not just the hit or block effect. You'll see pro players drop these confirms occasionally if the other player blocks low from standing right at the last moment for example.

Air recovery is sped up to limit the shenannigans possible after air resets, the other player landing first on air to airs is an unintended consequence which is partially covered by loads of characters having access to an air to air button which floats into a proper knockdown. Use your j.MP.

CC stun is balanced on a move by move, character by character basis. They aren't necessarily supposed to be the heaviest possible combo. A lot of faster CC buttons cause airborne states or shorter spins specifically because the lower reward balances their speed or range.

Walkspeed and normal ranges were not nerfed across the board, instead the game just has a wider variation in range and speed. Some characters move very fast, some normals reach very far. The game aims for a large contrast between different characters.

In between random half to full screen special moves make sure you're just slamming whatever normal buttons you feel like back to back.
Don't worry about spacing or timing, your limbs are longer than the other guy's anyway.
Regardless of whether your random normals hit or not, proceed to throw EX tackle.

I can't think of anyone who got a faster walkspeed over SFIV besides Sakura and S3 seems to try to fix some of the problems people have been bitching about.
