I remember when I finished LiS for the first, I was extremely jealous of Max and Chloe's relationship. I knew I would never have a love like that in my life. Nowadays, I'm just content in knowing that such a pure, beautiful love exists. I don't feel envy anymore, just gratitude.

That's what LiS was certainly suggesting. However with BtS, it's clear that for at least some period of time, Rachel did have romantic feelings for Chloe. I seriously doubt she ever exclusively was with Chloe tgough as even in BtS, her and Frank exchange looks. I think Chloe was Rachel's gateway to "bad ass" lovers but Chloe remained her best friend even after any romantic feelings were gone.
