it does when it lessens their ability to throw a grenade farther. and their shots do less damage to you because you have a higher bullet resistance.
which makes the chart a little confusing because "Enemy Weapon Damage - Enemy shots always use the master value" but you still take less damage from them.
also I vaguely remember the hit probabiltiy at least for CoP, NPC's always uses the novice value, was only fixed in coc 1.5+

I'm playing through OGSE for the first time and after grabbing sid's artifact the helicopter fucks Tolik and crew up so I save him but when I walk about halfway into the rookie camp on my way to sid the rookie stalkers go banana's and rainbow six me all over the fence, what the hell is going on.
I had the artifact, Tolik and crew got shot just as I left the anomaly, so Sid told me to help him before I came back so I did and then I tried to give him the artifact by walking through the camp to bunker etc. All of this was in my first post I thought I was pretty clear.
