Except that isn't how it happened. Stalin was certainly loathed by many elite bureaucrats in the Soviet Union, but that did not extend to the broader population. And even among politicians, his legacy was controversial at worst. It took Khrushchev three years do decide to condemn Stalin's cult of personality, and this condemnation was made behind closed doors to the central committee of the Communist Party. Many bureaucrats were angered and confused by Khrushchev's speech. They really loved Joseph Stalin.
Among the common people, Stalin was even more well-regarded. This continues today. 1.5 million visited his corpse on display in Moscow. Several people were literally trampled to death by the masses coming to pay their respects. His corpse was kept on display for eight years after his death, alongside Lenin. Stalin's 1961 burial was one of the last aspects of De-Stalinization, as the Soviet government was worried that removing the corpse from display would offend the many who still loved Stalin.
Stalin was particularly beloved in the Caucasian provinces. To Georgians, Armenians, and even Azeris, he put their region on the map in a way no other Caucasian had. The announcement of De-Stalinization led to truly massive demonstrations in Georgia. Once the Tsibili protest turned into a riot, the Red Army was deployed and over a hundred Stalinists were killed. But this still didn't lessen his popularity. A statue was erected in Gori, Stalin's hometown. It was torn down after the 2004 Russian invasion... only for the citizens of Gori to vote for its reinstatement. In Georgia, Stalin is still beloved.
