There is some truth to this, the military acted almost independently from the government. Hirohito did have a role in military operations, though.

Listen to/read Hirohito's surrender speech. He tries to make Japan sound magnanimous for not launching its "inevitable" counterattack in response to the nukes, which he says would "result in the extinction of all humanity".

Of course, Japan had no ability to retaliate whatsoever. And were going to face mass famines that would kill millions in less than a year.

Japan was starving at this point. If the allies hadn't desired such a swift end to the war, an invasion and/or nukes wouldn't have been necessary. The soviets and the Americans had already virtually surrounded Japan and were ready to starve the country into submission.

Japan's army and air force at the time was completely wrecked and it's army was in bad shape because no supplies. Which was caused by many cities already being fire-bombed into oblivion. So no, they couldn't do shit. And they were also scared shitless of the Soviets. If America hadn't forced surrender with the nukes, there might have been a North/South Japan today, like Korea and Vietnam are/were.

The Japanese made the right choice.

It was either surrender to the Americans and nearly become an economic superpower in 40 years, or continue the fight only to have the Soviets come in and exact revenge for the Russo-Japanese War. Communism would have been forced on them, or at least half of their country, and they would have spent the next 50 years as one of the front lines of the Cold War.

If you think about what their future could have been, they got the better end of the deal compared to Korea, Indochina, Germany, etc.

Extradition of last Chinese emperor to Communists was good price for neutrality of USSR in after-war Japanese inner politics. Nice deal.
