The winner is usually the one who decides how history goes, although there are always clearly black-and-white, evil empires, like Nazi-Germany, most countries are various degrees of grey, which makes it hard to decide who is the bad guy, since both commited atrocities. In that case the victor is more likely to cover their own atrocities up and showcase those of the enemy, markimg them as "the bad guys"
