For about the same reason China couldn't modernize as well as Japan - it was huge, unstable, and everyone in Europe wanted to exploit the chaos to nab markets and natural resources for themselves, while Japan's only value to the West was getting nice trade and construction deals from an efficient, centralized government.

A large part of the reason was the Ottoman Empire, which was so massive and bloated that any industrialization had a hard time manifesting due to the inherent inefficiencies of imperial structured civilizations. The Empire was also hesitant to support modernization as the old guard power brokers feared it would undermine it's power. After the empire fell the west was all too happy to keep the region chaotic and underdeveloped for much the same reasons of keeping the people from being able to resist them, as well as wanting them to be poor and thus desperate to sell the west their natural resources at rock bottom prices.

Ottomans actually started a massive modernization effort in 1850s, later the youth trained by these systems started the turkish war of independence and formed the elite of the new republic

My point is that those military guys had to outright revolt and destroy the Empire in order to save Turkey from becoming like the rest of the Mid-East. Ironically losing its empire was the best thing that ever happened to Turkey as it allowed Ataturk and his faction to modernize the country where the modernization movement you mentioned had been stifled by the bloated and inefficient nature of the state that I mentioned previously.

What's your point ? It's a well known fact Japan experienced something close to an industrial revolution during the Edo period. Meiji reforms are still the most symbolic point in the modernization of Japan.

Libraries were burned down thus education was fucked. When you ruin education you ruin your future more than 300 years. There is simply no revover after you lose education.

Almost everything written about governing society in the past was vague wishful thinking and theory crafting by scholars criticizing the actual way society was governed under a series of military courts haphazardly applying a mix of tribal and royal laws with some advice from religious figures taken into consideration.
