The Shah was over-ambitious and made the mistake of believing that all corners of Iranian society were as hungry for modernizaton as he was. Sure there was also some corruption, but Iran was definately a rising power. The interesting thing is that many Iranians IN Iran have developed a real nostalgia for the monarchy.
