The issue with current desalination plants is that the sand filters they use to hold the salt back get clogged and have to be treated expensively with chemicals regularly. But, new technology is already in use. Israel has completely turned their water scarcity issue around by investing in new desalination plants that use porous volcanic rock instead of sand and it works way better. I'm more than confident that we can find something even better than natural volcanic rock, too. Water isn't truly scarce, we have the technology to maintain ourselves, it's just a scare tactic used by those who hold the water.

Water is the most common molecule in the solar system, there are whole asteroids made of the stuff, it will never be scarce.

My guess is that this period in history, particularly post-World War 2 and into the foreseeable future, will be marked by the coming and going of the liberal world order and liberal institutionalism in global affairs.
