That's a misquote that comes from stringing different quotes together to make it seem like he's referring to a shadowy cabal of bankers. Like half of that comes from his book (i.e. not 'after signing the federal reserve') and it's clear he's referring to the monopolists in industry, not jewish credit lenders.
