Rome conquered the world in a defensive war, as they say. The same can be said of the USA, although their preemptive strike is to bait or fake a strike, then retaliate against it. They are next level.

Also the Israeli-Arab war is a great example, and, even though they lost, Germany exceeded expectations with its results when it preemptively hit Russia and France in WW1.
They tried to do so in WW2 with USSR, but failed again, this time to the surprise of the world.
