everyone likes to talk about the roads but outside of that the infrastructure in rome was utter shit. gual was almost completely unutilized going through manpower crisis and famines very often.

then you have the oppression of the lower classes.
many peasants were taxed until they were in such dire straits that they had to sell their kids into slavery just to survive and the upper class did little to nothing to fix this issue.
christians were oppressed, (for most of the existence of rome) jews were oppressed, pagans were oppressed, anyone of germanic or celtic descent were oppressed.
all of this led people to feel the only way to get ahead was to revolt and break free from roman rule, its why people were so willing to follow alaric on his death march to rome.

then there was military issues
there simply were not enough people or funding to field a proper military. with all the famines and lack of infrastructure just getting an army together was a logistical nightmare let alone maintaining and transporting said army.
it got to the point that they were relying more on germanic mercenaries to defend the realm then they were relying on an actual army

the best answer i can give is to give rome the justinian treatment and completely overhaul the entire military, administrative, and social structure of rome.

allow germanic people to integrate properly and "modernize" gaul and germania as oposed to allowing them to languish in a barren wasteland until war breaks out or you crave some german boipussy.

stop expanding and build up what was already conquered so that it's more easily defended and maintained.
