Has to be Augustus. Julius got put down by his rivals, and Augustus made sure he had no rivals. Then cleaned up the mess from the Civil Wars, put down various rebellions and even added more territory, Would have had Germany except for that fuck up by Varus. And lived a long time, and died in bed.

To be fair, varus was doing what any Roman should have done - stamped out any insurrection at its core. Arminius, the man raised a Roman but born a German - Varus couldn't have known he was going to be betrayed by someone he trusted so dearly.

Greatest in what sense? I'd argue Augustus was overall the best emperor of the whole Roman empire, I'd say Justinian was the best emperor of the Eastern Empire and pretty much all the Western Roman emperors sucked.

Should Sulla also be considered co-founder of the Roman Empire because he pioneered the concept of marching on Rome when you don't like the political situation? He was basically Julius Caesar, but didn't get immortalized through assassination and subsequent deification by an ambitious adopted son.
