The only positives are in some of the competent men he had under him (Witte, Stolypin) and, in comparison to the Bolsheviks, he didn't isolate Russia.

And in those two particular cases, it was precisely the Tsar's incompetence that led to their respective exits from Russian politics - Witte because he could no longer contend with Nicholas II's obstinacy and pathological lying, and Stolypin because of the almost-comic levels of idiocy in the Okhrana that led to his assassination.

Nicholas was more interested in receiving counsel from his wife, despite the fact that she was an out-of-touch loon primarily driven by petty arrogance and absolute subservience to mysticism.

I won't say that there was no persecution at all, but the anti-semitism of late tsarist russia was actually pretty tame and has been exaggerated. the tsarist state itself I think was pretty indifferent to the fate of the jews, but just like any other kind of violence, anti-jewish violence was seen as disorder that threatened the state, and so the government made a bit of effort (though not enough) to control it.

Relatively tame or not they still killed thousands of people in the 20th century (and that's not looking at rapes, wounds, property damage, etc.) and the state still had serious anti-Jewish laws.

Though of course it pales in comparison to the violence of for example the Khmelnytsky Uprising in the 17th century (or even just the pogroms that followed in the chaos of the empire's collapse), the comparison was a bit of an exaggeration.

yeah I also didn't realize that 5k-10k got killed in the pogroms (a very rough estimate from reading the wiki article). probably a bad way to go. but arguing from sheer statistics, the soviets did a lot more damage through forced population movements and cracking down brutally on the jewish religion and culture.
