All I know is Russia was on its way to becoming a major economic, political and military power when the Bolshevik revolution arrested its development.
And cultural as well.
Soviet cultural policy in music made an emphasis on composing folk-inspired music, this killed off most of the russian classical tradition, don't forget that many composers fled after the revolution
Enlightenment took roots. Peter the great and Catherine the great did a good job of setting Russia on the course of greatness.
Stravinsky, a staunch anti-Bolshevist, said he didn't blame the soviet government for condemning Shostakovich's opera Lady Macbeth of the Mtsensk District. That's how awful he thought it was.
