Given that OP has to mean "for their time" or "relative impressiveness", or else all 10 spots would just go to the top 10 most affluent western nations around today, I would actually argue that the Aztecs and maybe Incans deserve a spot.

The Aztecs did a hell of a lot of shit in the 200 years since they founded their captial and built it up on par with the most impressive cities in europe at the time in that short time span as well, withhout beasts of burdern or anything beyond stone, wood, and some copper tools.
