I think that this is pretty recent. It came with the jewish sects that invaded Rome.

Romans had already started considering it a bit gross before Christianity came along, and certain Greek states railed against it pretty hard. It was by no means ubiquitous in Greece or Rome.

Republican Rome was quite puritan while it was still a hardy rustic community. Cato the Elder bitched against Greeks and their perverted ways often in his works. The term graeculus was basically a codeword for degenerate in his time.

Rome got corrupted only when the riches started flowing in after the conquests.

It was Christianity, not "Germanic influences". There are references to (Celtic and) Germanic tribes, like the Taifali, practicing things along those lines. The problem is that those societies were never that well-documented at early times.

There have been theories connecting it to Indo-European initiation rites and rituals so it makes sense that most of Europe might practice such things at various points. But it's probably more universal behavior that specific cultural contexts put a stop to e.g. Christianity.
