The lack of symmetry was functional. The fly end , since it flaps more in the wind, looks shorter on an outdoor pole. That is why it is wider. A flag meant for indoor use would have all three stripes the same width.

The new design isn't too bad for a city flag. It reminds me of the Japanese prefecture and city flags with their circular emblems in the center. Still, there could have been a greater level of abstraction and all the symbolism is crammed into the center.
