No, it means the first mined block gave the devs all that coin instantly. They did not pay for it. If they dump it on the market, the coins loses value immediately.
Premines are often programmed to be given out in the first block (see source code). That's why it's always a good idea to use a block explorer and go check out the first few blocks in the chain. You can see exactly how much was premined.
Which also makes them not want to dump the coins I guess. There just isn't enough volume, after a few BTC sold, it would be worth nothing.
