They did plan on enslaving a large portion of Slavs as well as assimilating a much smaller portion but in the end, their dream was to resettle the annexed lands with Germans. Hitler saw the east as the German equivalent of the American west, with Volga being the German Mississippi.

The point was to eliminate enormous numbers of slavs and jews and other undesirables. National Socialism was founded on the notion of a very literal, very direct racial war/struggle that had to culminate in the superior race (Germans) eliminating inferior races that threatened to crowd in on their space.
They weren't doing the extermination to help them in the war somehow. They were going to war to get rid of these 'untermenschen'.

germany simply couldnt afford feeding their own troops and the locals aswell, there was a war going on, local farmlands were not harvested
so they allowed the troops to requisit from the locals, not just food, later winter clothing aswell
prisoners or war were starved aswell, i mean this was because of food shortages, but it was all calculated and expected, its very well documentated
not only that but occupied land was often devastated by the ongoing partisan war, where both sides simply wiped out entire villages if they found evidence of supporting the other side
it was always source of a conflict within the reich, the industry wanted workers, the hardline nazis wanted to conquer and free land for their future lebensbraum
once it was obvious the war wont be short, they softened up the policies and tried to cooperate with the locals (atleast with those who havent completely turned against them)
