No, you can't

1) Don't give your head of state absolute power over the purse. Many Emperors that were put into power were killed shortly thereafter in part for failure to keep their promises to increase soldier pay.

2) Don't have a fully professional military. A professional army is a mercenary army, an army that will betray the state the moment it's more profitable to do so.

3) Don't have the head of state's legitimacy based on dynastic succession. The Praetorian Guard would be less likely to kill their emperor if the question of who takes over was completely out of their hands.

4) Don't have a Praetorian Guard in the first place. Guarding the Emperor should be treated like jury duty except it pays better than your normal job. Do a random selection of Legionnaire's, vet them for loyalty and competency and if they are worthy, they will have the job but only for a few months. Short terms of service means less time to plot or grow entitled.
