It all began with the Anglo-German Naval Agreement of 1935 which lifted most of the Versailles restrictions on the German navy. It was probably Ribbentrop's greatest achievement as a diplomat because he had been given the assignment by a jealous rival who considered the job impossible, and was hoping to humiliate Ribbentrop by handing him an assignment that was certain to be a failure. However, to the surprise of many, the agreement was passed. The success cemented Ribbentrop as Hitler's top diplomat. This new agreement allowed Germany to build a new modern navy, so long as it did not exceed 1/3 the tonnage of the Royal Navy. Compared to what they have been previously allowed under Versailles (basically nothing) this was a great deal for the Germans. Hitler was justifiably thrilled with this result, but he seemed to think it meant even more than that. In his mind, this new deal meant that the British government approved of him, and supported him. This is part of why he was so shocked when Britain declared war after he invaded Poland, because he genuinely believed that the British government was on his side up until that point.
