All of them require government intervention, apart from the military spending increase which is just giving more power to the government to oppress its citizens should it have the inclination

States are violence, you can't talk about changing one without changing the other.

If your government doesn't oppress you, while neighboring country wouldn't? Look at Ukraine, both sides receive help from abroad and it is still not settled. The question is how do you defend against larger state with libertarian society, where people are not obliged to participate in defense.
