Homogenous in what sense? Racially homogenous societies aren't free from tribal bullshit based around other identities. Religion and social class are the biggest culprits, but others exist as well. Humans are naturally tribal and will create identities where they don't exist.

Genetics are definitely relate to culture, but they are not the sole cause of cultural differences. I think the basis for this idea is that highly different races have highly different cultures. However, if blood and culture were so deeply intertwined, the opposite would also be true: similar races would have similar cultures beyond what is explainable by normal cultural overlap. Blacks in Africa and the US and Europe would all have very similar culture. French and Germans would have basically the exact same culture.

I would even argue that black culture in the Americas is still very African. In my countries live blacks who first migrated to the Americas and afterwards came to Europe. They still retained many of their original African culture (mindset, attitude, music, food preferences). Haiti is a good example of this.
