It has never been tried because it's impossible to put in place and extremely easy to corrupt. I like to think of communism as another utopian world, impossible but you can draw useful inspiration from it. Hence welfare programs and worker's rights.

None of those have to do with the observable reality that the USSR was not a "communist state".
It was a socialist state ran by a party called the Communist Party. It was called the Communist Party, because it wanted to eventually have communism, not because it currently was existing in a communist state.
