Industries, towns, communes are organized into a confederation of 'syndicates'. Kind of what the fascists did with corporatism minus the government.

It's a leftist ideology, so naturally it doesn't work in practice.

Syndicalism is a meme ideology. In 1906 when it was put to the test by the CGT via a general strike it was easily put down by police. Unions are counter-monopolies to the capitalist monopoly of the means of production by a labor elite. They are not revolutionary.
