Getting evening school degree or driver's license requires just some money which you can save when you have a job and a bit of dedication.

Get some random job, make some random friends there. Hang around with such friends after work, meet girls... Your job and friends will most likely be crap but you don't have to stay with them satisfied for the rest of your life. It's just a stepping stone. If you would want to go further, you can still get an education in something you like or at least don't get disgusted with and up your game.

You can't really fix yourself, but you can fairly easily catch up, depending on how far past 21 you are, that is.
Getting a job really isn't hard, go to any strip mall or shopping center and literally every place will be hiring. You just have to show up, in person, and ask them. Don't bother with any online application shit, if you can't talk to someone go to the next place. Having no employment history is a problem tho. You will probably want to makeup some small lie.
