Intelligence is in part genetic, people tend to be more intelligent when their ancestors evolved in an environnement with a harsh natural selection for genes linked to intelligence.
Marrying a cousin is not frown uppon in muslim societies and those unions tand to rpoduce childs less intelligents.
Education is also a factor in intelligence and it is not as devlopped in muslim countries if you compare them with europeans or asians countries.
With all that if I take the few data we have at face value the average in MENA countries is around 85. With better education and more exogamy inchallah we may manage to rise it to 95 or even 100.
One last thing, being intelligent has drowbacks, for exemple it rise the suicide rate.
