Since this thread comes up way too often, the short answer:
Augustus intended to take Germania but was scared back across the Rhine and abandoned the Roman settlements in Germania. After this he began a shift in Roman policy towards fortifying the borders and holding what they had instead of conquering new areas. More or less most emperors past Augustus took this to heart and did the same, following the Augustan model.
