That depends how you consider western. By independence Finland did have a stable industrial base and high literacy. It was still largely agrarian but as were many countries in western Europe.

I'm not. I'm pointing out that all parts of the former Russian empire didn't begin at an even level following the October Revolution with territories like Finland and Poland being much more developed than others.
