Every dictator, every regime kills. You'd be lying to yourself if you think that the current regime of your country, if you're not living at some unimportant nation, didn't kill to achieve your current standard of living or their goal.
Second on my list, simply because I don't know much about the man. I was pleasantly surprised when I first read that he raised a monument in 1973, to the victims on the republican side, acknowledging that war, even if it was necessary for his raise to power, kills on both sides and that soldiers of his enemy, even if they died in vain, died for something they firmly believed in, which should be somewhat rewarded on its own.

like it or not, by any metric you can point out pinochet was far less brutal than and authoritarian and actually left his country more prosperous and free than it was before the coup. contrast than with the collapse of yugoslavia and the sectarian violence that continued for years after tito's death.
