The goalpost for populism have shifted. Populism in Caesar's era meant essentially public welfare. Bread and circuses. In the 19th century it meant regulation of corporations and a shift to silver standard instead of gold to alleviate cash scarcity.

Nowadays populism seems to be about ending public welfare, deregulation of mega corporations and a deflationary shift to the gold standard, which is the exact opposite of what populism was about and is supposed to be. The populist standard has been hijacked by plutocrats for their own devices. Ask anyone claiming to be a populist today what their policy planks are, I guarantee you they are populist in name only.
