Austrians and Germans aren't really all that different and used to see each other as brothers, he fought for the Germans in WWI and by the time he held any office, he was a German citizen (German citizenship mainly goes by blood or other factors, not by place of birth, unlike the US, anybody with a proper citizenship can hold any office)

If you change something about yourself or your image, there will always be some people who like it and some people who don't. This sows division, no matter how small, which should be avoided. Every leader attempting to form a cult of personality has kept a consistent image of themselves. Imagine if Stalin shaved his mustache, or Trump changed his hairstyle, or Augustus grew a beard. It just doesn't happen. Or if it does, you don't tell the general public about it. You want a consistent image first and foremost, because that's part of building a consistent message - which is the first step to getting people to follow your message.

It was a deliberate attempt to look a little like Chaplin. Everyone loved The Little Tramp character, may as well try to use that affection - the tramp was always the lovable hero, sticking up for the little guy against the bullies.

Maybe the modern equivalent would be dressing a little like Captain America, but there isn't a contemporary character with the same resonance as the Tramp in the 20's and 30's
