Because the idea of war crimes as something people could actually be tried for didn't exist before the Nuremberg trials.
Even in modern history, war crimes were only imposed on the losers of wars. This only changed in 1945 with the creation of the ICJ to prosecute countries for war crimes (like the bombing of civilians). Even then, individuals weren't legally held responsible until 2002, when the ICC was created by the Rome Treaty, allowing individuals to be charged with war crimes

Because the Nazis entered this war under the rather childish delusion that they were going to bomb everyone else, and nobody was going to bomb them.
